Anticipation Bulletin
Since January 2006, Franck Biancheri uses his outsantding political
anticipation skills for the benefit of LEAP/Europe 2020's Confidential
Letter, the "GlobalEurope Anticipation Bulletin". This
monthly publication (available upon subscription) namely focuses
on the follow-up and anticipation of the economic and geo-political
impact of the Global Systemic Crisis, a crisis which LEAP/E2020
anticipated in February 2006 that it would be triggered by the
end of March 2006."

Inventor of the « Anticipation Method »
Over
the years, Franck Biancheri has developed and formalized the most
important aspects of his intellectual process. Thus was born the
«Anticipation Method», the core method used for the
work produced by the Europe 2020 Think Tank, a new method based
on the perspective aimed at responding to the growing demands
of our increasingly complex societies : anticipate problems
so as to be able to prevent them.

Author
of 15 fundamental principals and proposals for the reform of a
democratic Europe by 2020.
Based
on the results from the Europe 2020 anticipation seminars, Franck
Biancheri published the strategic document « 15 proposals
for the reform of a democratic Europe by 2020 » a publication
that decisively contributed to the work of the Convention
and produced material for the first true pan-European citizen
debate, the Newropeans Democracy Marathon.

»
Prefaced
by Jean Guyot, the first financial director of the CECA and a
former colleague of Jean Monnet, the book overturns classic European
views and presents the main problem confronting Europe in the
next 20 years as being Europe's ability to reconcile its democratic
aspirations, unification dreams and efficiency: Europe
is no longer in need of being created, it needs to be governed
democratically and efficiently.
Vision Europe 2020 is based on 4 years of anticipation work produced
in partnership with the European institutions and the foreign
affair ministries of a dozen of member states.

Coordinator
of the independent study « Diagnostic evaluation of Community
Programs »
Created in 1996 for Arthur Andersen and Euro-Prospective, this
study led Franck Biancheri to interview 170 political, administrative
and operational representatives of the 14 Directorate-Generals
of the European Commission as well as 37 Ministers in 7 different
member states. The results of this unparalleled study were freely
distributed to 1,600 European decision makers and constitutes
to this day the largest independent contribution to the controversial
issue that is the efficiency of European Union programs.

Author
of the first independent evaluation of a community program - TEMPUS
1991
In 1991, with Prometheus-Europe, Franck Biancheri denounced the
general dysfonction and the organizational problems of TEMPUS. Largely
distributed through the community institutions, this evaluation
led the European Court of Auditors to seize documents and to propose
to Franck Biancheri t participate in the official investigation
of the program. |
